Answer: +0.1 F per decade
The winter-time average maximum temperature trend for Nebraska is increasing at 0.1 F per decade.  This is the average of stations across Nebraska and may not be representative of all locations and time scales.  The 1896-2015 winter average max temp trend for Nebraska is +0.2 F per decade.   The 1980-2015 winter max temp trend for a few specific locations (period of record for station, if later than 1980):  Grand Island (1980-2015) +0.2 F per decade; Norfolk (1986-2015) -0.8 F per decade; North Platte (1989-2015) -0.7 F per decade.

Dennis Todey, South Dakota State Climatologist presents the latest Central U.S. Climate Summary and Outlook.  October and the first part of November have been warmer than normal, but the next week or two will be cooler than normal.  The outlooks for December through February continue to show higher chances for above normal temperatures for Nebraska.  If the recent precipitation trend continues, the moisture may decrease overall temperatures.
